REGISTRATION OF TEAM/PLAYERS
1) Each team is to consist of at least 5 registered players (over 18) at the start of the season. A player may play for no other county other than Dorset, subject to Committee approval.
2) Each team is to complete the Players Registration form and return it by the date stated on the form.
3) A player may only sign ONE Players Registration Form. Once a player has signed the PLAYERS REGISTRATION FORM they are deemed registered to that team.
SIGNING ON NEW PLAYERS
1) Any additional players who have not signed the Players Registration form who are not playing for another WPA team may be signed on for free “On the Night” up to 28th February. After 28th February consent must be given by the Divisional Rep. The completed New players registration form must be received by the Divisional Rep, by 12 noon, the Friday following the match otherwise the player(s) will be deemed unregistered.
2) If a player signs the Players Registration Form for a team and then signs up for another team using the NEW players Registration Form, that player will be deemed an unregistered player to the second team.
PLAYER TRANSFERS
1) TRANSFERS, a player who is already playing for another WPA team is allowed to transfer up to 31st December. The fee is £10.00 per player per transfer (Only 1 transfer per player per season is allowed). Please ask your Divisional Rep for the transfer form. The completed player transfer form must be received by the Divisional Rep with the £10.00 fee before the transferred player can play, otherwise they will be deemed unregistered.
2) Players who wish to transfer but have passed the transfer deadline of 31st December may request a transfer by asking their Divisional Rep giving the reason(s) why they wish to transfer.
CAPTAINS RESPONSIBILITY
1) Captains are responsible for ensuring that all players are REGISTERED before they play.
2) Some of the Competitions run by the WPA (ie Knock-Out Cup/Plate Last 8) requires a player to have played in or been a signed reserve for 50% of the league matches to be eligible to play. It is the Captains Responsibility to ensure the players in their team are eligible.
3) Captains are responsible for informing their players of the dates and start times of League Matches and also of all the other Competitions that take place.
FORMAT FOR LEAGUE GAMES
1) The Winter League season will be October to May. Teams are expected to fulfil ALL their fixtures and complete the season.
2) THERE WILL BE STRICTLY NO CANCELLATION OR RE-ARRANGING OF MATCHES, unless due to exceptional circumstances and previously agreed by the Divisional Rep.
3) The match shall consist of 14 frames (2 sets of 7 frames consisting of 5 singles, 1 captains frame, 1 scotch pairs, then 1 scotch pair, 5 Singles, 1 captains pick).
4) Teams must have a minimum of 4 players to play a match, otherwise they will be classed as "Failing to Turn Up". Captains, if you have an under 18 in your side, please make sure that you confirm with the venue first that they are allowed in the premises and can play.
5) If a team turns up thinking they will have enough players to play the match, the match can start, however if the 4th player does not turn up by the time the 3rd frame has been played then the team will be classed as “Failing to turn up” and the match will be forfeit. The result sheet must still be completed in full and signed by the players of the innocent team and returned to the Divisional Rep to receive any points.
6) Once a team turns up to play a match, teams are expected to play the whole match and all frames are to be played in a Sportsmanlike manner. Captains are to try and settle any disputes on the night - See DISPUTES/COMPLAINTS procedure. Under no circumstances will disruptive or abusive behaviour be tolerated by any player or team. If a team concedes frames by walking out without finishing the match then both teams will be dealt with by the committee, this includes deciding the result of the match between the two teams in question and what disciplinary action could be taken.
7) Matches will start at 8pm prompt. It is advised that players are at the venue by 7.55pm ready to start the match. Lateness Rule: If by 8.05pm a player is not present then the "opposition" will be awarded the first frame. If a player is not present by 8.10pm then the "opposition" will be awarded the second frame. If by 8.15pm a player is not present then the "opposition" will be awarded the third frame. If a player is not present by 8.20pm then the match will be forfeit. The result sheet must still be completed in full and signed by the players of the innocent team and returned to the Divisional Rep to receive any points. Captains are advised to phone the venue if the team is going to be late. This time penalty is optional to Captains. Instead of claiming frames, Captains can still play the frames even though the team has turned up late! In exceptional circumstances, the Divisional Rep/Committee can overrule a captain on the time penalty rule.
8) Players must PRINT (minimum of initials and surname) and sign their name PROPERLY before playing their frame. The HOME team must put their players name down first. The Divisional Rep reserves the right not to award frames/points for DEFACED or INCOMPLETED Result Sheets.
FORMAT FOR LEAGUE GAMES (Continued)
9) A coin will be tossed for each frame to determine who will break.
10) Play must be CONTINUOUS. Once a frame has been finished, the balls must be racked up immediately ready for the oncoming player to start the next frame
11) A player can, if selected, play in 2 games of singles, ONCE in each half, plus the captains pick and one of the scotch pairs, so a team can consist of between 5 and 16 players. The captains frame is for the captain only and the captain cannot play in the captains pick. It is the responsibility of both captains to ensure that players do not play twice in the same half or play in both pairs frames. If this does occur, then the Guilty team will forfeit a frame whether it has been won or not. Players could end up playing the same player twice in each half.
12) COACHING is NOT ALLOWED. Only one warning will be given by the referee to the offending player/team. Ball in hand will then be awarded to the innocent player if the COACHING continues.
13) The time limit of 45 second per shot is optional and can only be implemented at the START of a frame. If the Time Limit is implemented, the Referee MUST monitor the time limit and warn/make it clear to the player when 5 seconds are left. If the time limit is broken, the Referee will award ball in hand to the innocent player – see Rule 21.
14) Matches must finish by 11pm, if frames are dragging on and the match does not look like it is going to be finished by 11pm, the 45 seconds rule above must be implemented. If the match does not get completed because the venue closes, the match will be abandoned and neither team will be awarded any frames/points or the committee will decide on the outcome of the match.
15) The Home team / venue is to pay for the games and provide Referees.
16) Refreshments to be provided by the home team / venue free of charge
17) International Rules will apply in all Competitions run by the WPA.
18) The Pool Table MUST be 7 X 4 in size, with the balls being a different colour to the cloth.
19) Pool Tables are expected to be level and of a reasonable standard to play the match.
20) Teams from the same venue WILL NOT play each other in the last league match of the season!
21) The Referee should pick up the white following a foul and either hand it to the incoming player or place it on the baulk cushion.
RESULT SHEETS
1) The match sheet is the responsibility of the WINNING team. In the event of a draw, the HOME team will be responsible for the match sheet. This must be received by the Divisional Rep via WhatsApp by 12 noon, the Friday following the match.
2) If the Result Sheet is late the result will count, however the guilty team will be deducted 2 points.
3) If the Result Sheet is not received then no frames or points will be awarded to either side until the result has been verified. The guilty team will be deducted 2 points.
TEAMS FAILING TO TURN UP
1) Teams failing to turn up to their match will receive No points. The innocent team will be awarded a 9-0 frame score win, including the captain’s frame, and they will receive 2 points. The Divisional Rep will then decide whether or not the Guilty team receives a YELLOW CARD. This will depend on the reason why they have failed to turn up.
2) If the team failed to turn up without notifying the Divisional Rep or Innocent Team Captain, they will automatically receive a YELLOW CARD and have 2 points deducted.
3) Teams receiving 2 yellow cards during the Winter league season (League, K O Cup/Plate) will be removed from the league with no right of appeal.
4) In the event of a team dropping out or a team being removed from the League, if all first half matches have been played, the league table will stand. If it is second half of the season then all points and frames for the second half will be reversed as if the team never existed and this fixture becomes a bye. If all League matches have been played, the final league table will stand
5) If a teams drops out during the last 4 matches of the season then the committee will decide on whether rule 4 above applies or an average win is awarded to the remaining teams.
POINTS AWARDED
1) For Reaching 8 frames or more - 2 points are awarded. For Reaching 7 frames - 1 point is awarded.
If both teams are short of players, the frames are reduced accordingly to award the points.
2) At the end of the season in the event of a tie on points, the winner of the Division will be determined by Frame For, if the Frames For is the same, Frames Difference will count, followed by the results between the 2 teams, followed by committee decision.
DISPUTES/COMPLAINTS PROCEDURE
1) The two Captains must try and settle any dispute/complaint/refereeing decision “On the Night”. If captains are having difficulties in resolving the dispute/complaint/refereeing decision they can try and contact their Divisional Rep or a Committee Member “On the Night” in order to resolve the matter. If the Divisional Rep or a Committee Member cannot be contacted and a captain wishes to take the matter further then the Divisional Rep must be notified of the dispute/complaint by 12 noon the Friday following the match. The Dispute/complaint can be discussed with your Divisional Rep, who may ask you to put the Dispute/complaint in writing.
2) The Divisional Rep will try and resolve the Dispute/Complaint and make a decision regarding the Dispute/Complaint.
3) If the Divisional Rep cannot make a decision, captains/players(s) may be asked to attend the Committee meeting to for the Committee to make a decision. The Captain/Player(s) will then be notified of the decision made by the Committee.
4) If the Dispute/Complaint involves your Divisional Rep then please contact the Chairman.
APPEALS PROCEDURE
1) If the Captain/Player(s) are not happy with the decision made by the Divisional Rep/Committee, they may appeal against the decision made. To appeal, the Captain/Player(s) must contact the Chairman within 1 week of the decision being made by the Divisional Rep/Committee. Only 1 appeal per Dispute/Complaint is allowed.
2) FOR GROSS-MISCONDUCT THEIR IS NO RIGHT OF APPEAL.
PROMOTION AND RELEGATION IN EACH DIVISION
1) TWO teams will be promoted and up to FOUR teams may be relegated (teams cannot be relegated from the bottom divisions). DUE TO TEAMS DROPPING OUT/NOT RE-ENTERING THE LEAGUE EACH SEASON, NO TEAM IS GUARANTEED TO BE PROMOTED/RELEGATED.
2) At the start of each season, in order to keep your Divisional status from last season, your team must have at least three of the original players signed on from last season. These players must have been actively involved in the team during the season by turning up (whether as a substitute or player) for at least 50% of the league games, otherwise the team will be classed as a NEW team and will be placed in a lower Division.
3) In the event of a team being split with both teams requesting the same Divisional status, the fixtures secretary will decide the Divisional status of the teams involved.
TROPHIES AND PRIZEMONEY
1) All perpetual trophies won must be exhibited on the premises for which the team winning the trophy played for. Winners of said trophies are responsible for their loss or damage.
2) Trophies must be claimed at the Annual Presentation Night. A team is expected to have a minimum of 3 players turn up at presentation night to collect their trophies. Any team not turning up with the minimum requirement without a valid reason will automatically forfeit them. The same applies to individuals who have won a trophy, they must turn up on the night, or they will forfeit the trophy. (Unless previously agreed by the Committee)
POOL TABLE STANDARD
1) The Pool Table MUST be 7 X 4 in size, with the balls being a different colour to the cloth.
2) Adequate lighting is expected above the Pool Table, preferably a Pool Table Shade.
3) There should be adequate space to cue and move around the table. No walls or posts should obstruct the table.
4) Teams are expected to ask their venues to keep the pool table to a reasonable standard for pool matches, which includes making sure the table is level.
5) If there is an issue with a pool table standard, please contact your Divisional Rep.
MAIN WPA COMPETITIONS:-
Each competition will be run by a Competition Organiser.
The Committee's decision will be final in all matters relating to these competitions.
Captains Cup
1) To be eligible to participate, at the time the competition takes place, the player must have been the registered captain for at least 75% of the league games and must still be the captain.
2) If the captain is unable to participate then the vice-captain may play instead, providing he/she has been the vice-captain for at least 75% of the league matches and is still the vice-captain when the competition takes place.
3) The captains MUST notify the Competition Organiser if they wish their vice–captain to play instead. NAMES will be checked against the Player Registration forms and Divisional Reps consulted to confirm eligibility. If it found a player that has entered is not eligible, they will be disqualified from the competition with no right of appeal.
Captains’ Frame
4) A trophy will be awarded in each Division to the captain who has won the most captains frames during the season.
Singles and Scotch Pairs Competitions
1) Any registered player(s) who are over the age of 18 may enter either of these competitions at their own risk. UNDER NO CIRCUMSTANCES WILL REFUNDS BE GIVEN.
2) No player may represent any other team other than the team he/she represents nor may he/she pair up with anyone other than a member of the team he/she is registered for.
3) In the Scotch Pairs, For the 1st Round of the competition only, you may pair up with someone else in your team and this will be your partner for the remainder of the competition.
4) If a player transfers from/to your team, Rule 3 applies.
5) The draw will be made by the Competition Organiser and sent out to Captains via Whatsapp & Facebook. The order of the draw will be shown and must not be re-drawn regardless of whether players turn up or not. Playing the wrong format will result in disqualification.
6) Players must be at the venue by 8pm regardless of where they are shown in the draw. If players are not at the venue by 8pm they will be disqualified. (Unless the players at the venue agree the player can play)
7) Players to share the cost of the tables if the venue will not pay.

9) If player(s) reach the final stages of these competitions and then fail to turn up, they will be excluded from participating in these events the following season, unless previously agreed by the committee
Ladies Singles
1) Any registered Lady player(s) who are over the age of 18 will be eligible to play in this competition.
Knock Out Cup Competition
TEAMS MUST TURN UP FOR THIS COMPETITION.
1) The Knock Out Cup will consist of 15 Singles, 3 sets of 5 single frames. The first team to reach 8 frames will be the winner. Playing the wrong format will mean disqualification.

19) Any player who has played in any Round of this competition and then transferred to another team will be cup tied and not allowed to play for the team they have transferred to. A team will be disqualified for playing a player who is cup-tied. (unless they have committee approval)
20) There will be NEUTRAL venues from the Semi-final Stages.
21) Once the competition reaches the Last 8 stage, all players must have played in, or must have been a signed reserve in a minimum of 50% of their teams fixtures to qualify to play. It is the Captains Responsibility to ensure the players in their team are eligible. A team player must have participated as a player or reserve to qualify as follows:
Last 8 Stage In 5 or more fixtures
Semi-Final Stage In 7 or more fixtures
Final In 9 or more fixtures.
Dispensation may be given by the committee to a player on request. Captains must notify the Competition Organiser before the start of the match. Each case will be dealt with on its merits. No Dispensation will be given to a new player, who was not previously registered with the team in question.
22) Any team found playing an illegal player will be disqualified from the competition with no right of appeal.
23) The Referee should pick up the white following a foul and either hand it to the incoming player or place it on the baulk cushion.
Knock Out Cup Plate Competition
1) 1st Round losers of the K O Cup will automatically be placed into this competition.
2) This competition is the same format as the Knock-Out Cup.
